Varos was once a prison planet for the criminally insane. The descendants have created a society where the only entertainment is torture and death. The videos of the executions are one of the export markets of the planet.
The other export is the rare mineral Zyton-7, which the native Varosians mine. The TARDIS ran out of Zyton-7, and this brought the sixth Doctor to the violent and barbaric world of Varos, which appalled both him and Peri.
There were also the transmogrification experiments which Peri experienced first hand. There was also a strict voting system on
Varos. Every action the Governor wishes to take must go to the vote. Every Varosian is obligated to vote. If the vote goes
against the Governor then he is subjected to cellular bombardment.
The Doctor and Peri were successful in halting the experiments and executions, and stop the planned conquest of Varos by the Galtron Mining Corporation.
