There have been vampire legends on just about every planet in the Universes. Some in the Time Lords' past they had a savage war with the Vampires which had sickened them of violence from ever. They had believed that every Vampire had been destroyed.
The greatest of all of the vampires, the King vampire, survived and escaped to an unknown planet in a different universe. The fourth Doctor visited this planet, and came into contact with the Three Who Rule, humans who had been summoned by the Great One and had been transformed into Vampires.
An investigation of the Lords' tower threw up some terrorfying facts: The tower was the original spaceship, and the fuel tanks
were full, but not from rocket fuel. An area had been put aside, known as the resting place, where the bodies of victims from
the village were stored. Each one was drained of blood.
But what lay underneath the tower was even more fearsome. The Great One himself lived there, and a directive from Rassilon states that any Time Lord coming across the Great One must do all in his power to destroy it, even if that means the sacrifice of their life.
The Vampire was destroyed after the Doctor used the Lords' spacecraft to stake it through the heart.
