Kinda

Native to the planet of Deva Loka, the Kinda are a race of peaceful telepaths. The male of the species is mute, and only the females, such as Panna and her successor Karuna, possess the power of speech.

Tegan fell asleep on the planet Deva Loka and allowed the Mara to pass over from another dimension. The Mara then took over the mind of Aris, one of the Kinda, and gave him voice. With his new ability he was made leader of the Kinda.

With the help of Karuna the fifth Doctor managed to banish the Mara, allowing the Kinda to return to their peaceful existence. There was a survey team looking into the viability of colonisation of the planet, but decided against it after the battle with the Mara.
