Jacondans

Jacondans are the bird like natives of the planet Jaconda, and ruled by the Time Lord Azmael. The sixth Doctor and Peri met the Jacondans when they were being opressed by Mestor, who controlled them by extering his will upon them.

After Azmael's death Hugh Lang became the new leader, and helped them start to rebuild their ruined planet after the defeat of Mestor.
